Personally, I don't believe anyone has the right to tell me how to use my property in respect of how tall my grass is, if I want to grow veggies in my front yard etc. But it's a lesson in 'learn you local codes' and you won't get in hot water. If you don't like the codes........move!
True. But aren't there several things going on here. Communities are allowed to make codes. Most of them we like; for instance, I don't want my neighbor to open a gravel pit next door.

Both of my grandsons live in one of communities where you have to get permission to put up a fence etc. I dislike that very much, but then they shouldn't have bought into that situation. It was right in the contract.
But bottom line, I don't want anyone telling me what to do because we are very conscious of not doing things that would cause disruption. We're good neighbors.

Sadly, as in this case, archaic city zoning laws often run counter to the urban farming movement. These old 'laws' are outdated, and this case is one of many that underscores the need to revise them for the times we live in, and for the future.
