Cuz, I didn't see it that way (unfortunately) before I read how the FBI was reporting it, I watched. What I saw was him put his hands down and put one hand over his left side on his jacket at least once - (maybe twice - without going back and looking again) before he was shot. The girl who did the interview also posted here said he was saying go ahead and shoot me. I think the minute his hands came down and went to his jacket is when they shot. He was carrying a pistol there. Then I read what the FBI had to say about it http://mashable.com/2016/... I am not saying I think this was the right thing to do - I don't know but to me it did look like he could have been seen as going for his gun.
I watched it again and his hands did go down. When he was shot he wasn't facing anyone that I could see. Also it looked to me like he was shot from behind, not in the face. I just hope we get to see some un-edited ground footage.
