duh; even if out of the goodness of their hearts an ER doc treats a patient that medicare fascists say they must not treat (like someone with heart failure who was discharged too early and bounces back to the ER with the same diagnosis within 30 days !!!) , the ER doc will be FINED !!!!

Emergency rooms have been abused for decades. Last time I went I had an eye injury and the room was filled. But I was triaged almost immediately because all of the other patients had colds or sore throats! Now we're really going to pay for the abuse because of this obamacare.
