Yes, this is true.  My grandson had until today (22nd) to pick a provider.  If he doesn't, they will select it for him.  However, they said they couldn't sign him up with the provider of his choice because he didn't get 'the letter yet'.  We got the card, we have the provider selection information........we just don't have "the letter"!!
