That tramp standing next to the guy with the gang signals looks disgusting for starters. Nothing wrong wiht thumbs up but I was looking at BOTH hands and that (Are they both smirking?) face. :-/

The dress IS inappropriate. However, it's very first item of clothing that she/he has worn that I like. But definitely not for a First Lady and not when entertaining the Chinese.

That's what I take from it as well.
There is another thing a part of this mocking you have pointed out, a very vulgar thing many men joke at when they are taken away from something they would rather do and they feel it is a complete waste of time they just as well might be doing.
