This is my answer, and has been since I found out the monetary/statutory control that said docs stand as when issued by the muni-corp STATE OF through their franchise COUNTY OF. All of it is under Vatican control. Do keep in mind: Court houses and Hospitals (and like entities) are under Admiralty-Maritime (gold-fringe Flag [of war] of the UNITED STATES) jurisdiction/authority, which means they are under "Law of the Sea/See" (Vatican See) and are foreign dry-docked vessels that have nothing to do with "law of the land".
