The yellow could be aged foam and the wood layers are familiar looking. It looks like a pipe of some sort in there. Is it a part of an old boat?

Ding ding ding -- you are correct! It is a section of a hull of a shattered boat that washed up onshore. I wonder if it should be reported? It looks like it has been adrift for a while. It was about 16 feet long sheered off at both ends so it could have been a quite longer boat. (yacht?)
